# Municipalities & Public Sector

> City Wi-Fi with Law 5651 logging, on-premises log management, network planning, citizen communication and e-signature for public bodies.

Municipalities and public bodies provide internet to citizens in parks, squares, libraries and service buildings. They also run a corporate network that links dozens of sites and can't afford to go down.

Internet offered to citizens brings collective-use provider obligations under Law No. 5651, and citizens' data must be protected under KVKK (Law No. 6698). Public bodies also have to take into account the measures defined in Presidential Circular No. 2019/12 on Information and Communication Security Measures and the Information and Communication Security Guide.

Our products cover these needs as follows: WiPoint for city Wi-Fi, Syslog for central log management (it can also run on-premises), WiMap (beta) for fiber and wireless network planning, WiChat for citizen service desks and call centres, Sign for document workflows and wi.com.tr for infrastructure equipment.

## Industry needs

- **Free Wi-Fi across the city**: Internet offered in parks, squares, seafronts and bus stops needs user authentication, fair-use rules and access records kept as the regulation requires.
- **Connecting dispersed sites**: Service buildings, work sites, water and waste facilities and camera points sit at varying distances. Planning and documenting fiber and wireless links takes time.
- **Information security and log management**: Collecting firewall, server and network device logs centrally, keeping them and being able to review them quickly is a core part of public-sector information security measures.
- **High volume of citizen requests**: When requests from the call centre, WhatsApp, social media and the website stay scattered across departments, response times grow.
- **Dependence on paper and wet signatures**: Contracts, commitment forms and applications circulating on paper slow processes down and increase archiving costs.

## Recommended solutions

- [WiPoint](https://internetten.com.tr/en/solutions/wipoint.md): Citizens authenticate via SMS, WhatsApp or Turkish ID NFC on a captive portal in your corporate identity, with per-user time and quota rules, and all locations are managed centrally. Law 5651 records carry RFC 3161 timestamps, and privacy notices and consent records are stored automatically.
- [Syslog](https://internetten.com.tr/en/solutions/syslog.md): Logs from firewalls, servers, switches and other syslog-capable devices are collected, searched and reported on centrally. If logs must not leave the institution, there is an on-premises option.
- [WiMap](https://internetten.com.tr/en/solutions/wimap.md): WiMap (beta) documents fiber lines down to duct, cable and splice point and plans wireless links with line-of-sight analysis and RSSI heat maps. Quantities and bills of materials export as PDF and KMZ for your survey and planning reports.
- [WiChat](https://internetten.com.tr/en/solutions/wichat.md): Requests reaching the citizen service desk and call centre via WhatsApp, Instagram, Messenger, web chat and phone come into one place. Flow templates and the AI assistant answer frequent questions, and automatic translation makes it easier to serve foreign visitors.
- [Sign](https://internetten.com.tr/en/solutions/sign.md): Contracts, commitment forms and applications are signed under Law No. 5070 with a Turkish ID card or qualified certificate. RFC 3161 timestamps and PAdES-B-LTA keep the archived documents verifiable for years.
- [wi.com.tr](https://internetten.com.tr/en/solutions/wi-com-tr.md): We supply outdoor access points for city Wi-Fi, wireless links between buildings, MikroTik backbone and V-SOL GPON equipment. We also help with site surveys and project design.

## Frequently asked questions

### Is free municipal Wi-Fi covered by Law 5651?

Yes. A municipality or public body that provides internet to citizens at a given location is a collective-use provider, so it must keep access records and take measures against access to criminal content. WiPoint handles user authentication and timestamped records.

### Can public bodies use cloud-based services?

It depends on the kind of data the institution processes and the rules it is subject to. The Information and Communication Security Guide sets different measures depending on how critical the assets are, so we recommend making the decision with your information security unit. Syslog can be installed on-premises, and our sales team can give you hosting details for the other products.

### How do citizens connect to city Wi-Fi?

Via SMS, WhatsApp, Turkish ID verification or a chip ID card (NFC), depending on the institution's preference, and passport verification can be added for foreign visitors. The captive portal follows your corporate identity and can also carry announcement visuals.

### Can we document our fiber infrastructure with WiMap?

Yes. In WiMap you can model fiber ducts, cables and splice points on a map, produce quantities and bills of materials, and export KMZ files that open in tools such as Google Earth. WiMap is in beta, and a GPON design module is on the roadmap.

### How can public bodies procure your products?

Directly or through our partners, using methods that comply with the public procurement rules your institution is subject to. For site surveys, product selection and project design support, email satis@internetten.com.tr or call +90 850 650 0 500.
